NEW YORK (CNNMoney.com) -- The federal government is going to pay for the over-the-counter (OTC) generic versions of Nexium, AstraZeneca's blockbuster acid blocker, a drug that treats heartburn, acid reflux, and acid-related heart disease.
The federal government spent $50 million on OTC generic versions of the drug from 2007 to 2014, according to a new government study, and it also spent more than $1 billion on prescription medicines.
"We're just not ready for the hype," said David Goldfarb, deputy head of the Centers for Medicare and Medicaid Services, in a news release. "The cost of prescription medicines is an absolute issue."
AstraZeneca and other drugmakers spent about $20 million in 2014 on generic drugs, which they said were not covered by federal health insurance.
It was the first generic drug-drug merger in history. AstraZeneca, with a $2.3 billion share in the U. S. market, acquired Eli Lilly and Company in 2014.
The drugmaker said in its announcement on Friday that it will "ensure that generic drug manufacturers and wholesalers continue to maintain their compliance and market standards of patient care."
The companies said they will "continue to follow the law" and provide OTC prescription medications to patients who have health insurance, but will only be allowed to use OTC prescription medications when they have a valid prescription. If they do not, they will pay the full cost of the OTC drugs, which they said are not covered by health insurance and that they will reimburse their patients for the medication.
The company also said it would not pay for OTC generics that had not been approved for sale in the U. and that the U. Food and Drug Administration requires doctors to follow a "proper" drug prescription.
"It's not our intention to sell any generic drugs without the prescription of a third party, but we will continue to provide that prescription to patients, and it is important that we continue to use the FDA as a standard for the diagnosis and treatment of a condition," said David Zipski, chief executive officer of AstraZeneca. "We continue to make progress in this area, but we are going to continue to work on the issue of OTC prescription drugs."
Zipski, who was chief executive officer of AstraZeneca, said that the company has done a great job in making OTC medications available to consumers. In 2012, the company acquired rights to the drug from Eli Lilly. Zipski said the drugmaker had "excellent" and "excellent" efforts with Eli Lilly, but was not in the best of health.
In 2014, Zipski said the drugmaker had increased its marketing efforts in the U. and had "excellent" efforts with Eli Lilly, but had not made significant progress with the company.
AstraZeneca, which had a $1.5 billion share in the U. market last year, will make a $1.8 billion generic version of Nexium, which treats heartburn and acid reflux, and is expected to be the first generic drug to sell OTC. It will begin selling the drug in the U. on Friday.
In the same year, AstraZeneca said it will continue to sell generic versions of its most widely used brand-name drug, Prevacid. It will continue to work with AstraZeneca, and will launch the drug in the U. on Jan. 1.
As the U. population ages, prescriptions for drugs like Nexium and Prilosec have increased in recent years. In 2010, prescriptions for Nexium fell by 90 percent to $1.8 billion.
In 2013, AstraZeneca increased its U. share to $1.7 billion and in 2014, AstraZeneca acquired a 65 percent share in the U. market.
AstraZeneca has been making billions in sales for the past three years. In 2012, it spent $10.6 million on generic Nexium.
Zipski said that the company continues to make a lot of money.
But in 2014, the company said that it was not clear what will happen when the FDA takes over the U. drug market.
